- Replaced existing Winery Ordinance in its entirety. Provides for the orderly development of wineries and accessory uses within specified agricultural zones and specified residential zones to ensure compatibility with adjacent land uses and to encourage the economic development of the local agricultural industry by allowing for the direct sales and marketing of value added products.

- Section 17.38.062 Avigation and Noise Easement Required Ordinance
- Delete section in its entirety and replace language with a requirement that whenever a discretionary permit or permit for a habitable structure is sought for property within an airport safety zone, the matter will be sent to the airport land use commission for review and recommendations.

- Section 17.81 Affordable Housing Density Bonus
- Addresses the requirements of Chapter 4.3 §65915 of California Code requiring local governments to provide incentives that will encourage developers to build affordable housing in the form of both: 1) a density bonus, and 2) exceptions from normally applicable zoning and other development standards. State law requires each city and county to adopt an ordinance that specifies how compliance with this section will be implemented. This section also achieves the requirement of General Plan Housing Element Implementation Measure HO-7, which was adopted July 1, 2008 to ensure these State standards are met. This section applies to all areas of the County where residential uses are permitted.

- Sections 17.14 and 17.32 Mixed Use Development
- The purpose of the Mixed Use Development section of the County Zoning Ordinance is to further development that incorporates a range and variety of uses within a single development site while encouraging residents to work, shop and recreate close to where they live, and in some instances, take advantage of non-automobile oriented transportation methods, minimizing vehicle miles traveled. The following sections are included: A. Amendments to section 17.32 (Section I), B. Amendments to section 17.32 (Section II), C. Amendments to section 17.32 (Section IV) allowing for Mixed Use Development in these designated areas, and D. Addition of Design Guidelines in Section 17.14, providing standards to be analyzed by application of a Planned Development, and shall be approved based on design standards outlined in the ordinance.

- Section 17.14.240 Wind Energy Conversion Systems Ordinance
- Add provisions for wind energy conversion systems to comply with California Government Code Section 65893 which encourages local agencies to adopt zoning standards that enable construction of small wind energy conversion systems for on-site home, farm, and small commercial use. The intent is to provide standards and regulations for the safe and effective construction and use of these systems, as well as for larger, utility-scale systems that can potentially be developed within the County, based on the State Energy Commission's Wind Resource Potential Maps.

- Model Water Efficient Landscape Ordinance
- The Water Conservation in Landscaping Act of 2006 (Assembly Bill 1881) requires the County to adopt a landscape water conservation ordinance by January 1, 2010 or the Department of Water Resource’s updated Model Water Efficient Landscape Ordinance (MWELO) will apply as of that date. We are currently in the process of updating our Zoning Ordinance (Title 17) through the implementation program mandated under current General Plan policy. Until such time as we adopt the new ordinance, we will be operating under the MWELO for all projects submitted as of January 1, 2010 that are subject to its requirements.
