County Temporarily Returns Some TRPA Building Activities
Move shifts some review, permitting and enforcement back to TRPA
(Placerville, CA)—At their February 24th meeting, the El Dorado County Board of Supervisors agreed to suspend a key portion of the County’s Memorandum of Understanding (MOU) with the Tahoe Regional Planning Agency (TRPA).
In light of current operational and budget considerations, the El Dorado County Development Services Department and key TRPA staff recommended a temporary suspension of Appendix JJ of the County/TRPA MOU. The Board of Supervisors agreed to the suspension effective March 1, 2009 through June 30, 2010. The County and TRPA originally agreed to Appendix JJ of the MOU in September of 2000. The MOU authorized the County to review, permit and enforce a wide range of activities such as multi-person dwellings, various transfer processes, “banking” of coverage and development rights, and other minor permits.
“The Board’s decision reflects El Dorado County’s continuing cooperative relationship with the TRPA,” said Roger Trout, County Development Services Director. “The purpose of the temporary suspension is to place the permit responsibility for certain activities with the staff that has the most experience. All current services will continue to be provided, except that some activities will be performed by TRPA instead of the County.”
As a result of the supervisors’ decision, TRPA staff will review, permit, and enforce the following activities:
Multi-person Dwellings (new, additions/modifications)
Nursing and Personal Care facilities (new, additions, modifications)
Residential Care facilities (new, additions/modifications)
Summer Homes (new, additions/modifications)
Minor Additions/Modifications to Tourist Accommodation Uses
Existing Use/Structure Verifications
Coverage transfers
Unit of Use Transfers
Allocation Transfers
Development Right Transfers
Banking (coverage, units of use, residential development rights)
Temporary Activities
Temporary Uses
Temporary Structures
Signs
Lot Line Adjustments
Grading (minor and major)
Any permits currently in review, permitted, or under inspection by the County will continue under the County review. Trout expects that the suspension through June 30, 2010 will allow sufficient time to provide training to County staff to eventually reassume the additional TRPA-related responsibilities.
The bulk of the building permit activity, including single family residences, will still be reviewed, permitted, and enforced by El Dorado County pursuant to TRPA MOU Appendix W, adopted on December 8, 1992. No changes in those services will occur.
The South Lake Tahoe Building Services office at 3368 Lake Tahoe Blvd, Room 302, will continue to be open from 8 AM to 11:30 AM on regular working days for walk-in customer services. Appointments are available at: 1 PM, 2PM and 3 PM. County Building Services can be reached at: (530) 621-5315.
